70 teams, 35 bowls, over half the FBS programs make it to postseason play. 11 teams with .500 records. 9 teams getting to .500 by beating a FCS opponent. Army 6 and 5 with, 1 win over a FCS opponent. Out of the 70 teams that make post season play only 2 of them play for the championship.
I propose to you a playoff. It includes 20 teams and all 11 conferences are represented. This gives all 120 teams a chance to play for the championship. For the non-BCS programs they get a chance by winning there conference. This years teams that qualify are Miami Ohio, Florida International , Central Florida, Nevada, and Texas Christian. These teams now get to represent there conferences in the playoffs.
For independents they have to fall in the at large category or be in the top 8 of the BCS standings, to get the chance to play in the playoff.
The BCS programs will still get most of the bids to the playoffs. All six conferences get a bid. Those six teams are Auburn, Oregon, Uconn, Wisconsin, Oklahoma, and VT. In the top 8 they have Stanford, Ohio State and Arkansas getting the automatic bid.
This playoff proposal will require each conference to have a conference championship. The winner of each conference championship game gets the automatic bid. If the losing team was able to get the at large bid the week before and ends up getting beat out for the final spot by another conference opponent. The team that made it to the championship game gets the bid instead. For example this year Nebraska made the conference championship game. They were ranked 13 in the BCS rankings. After they lost, it knocked them to 18, putting them out by Texas A&M at 17. With this rule it keeps the team that lost the championship game from being at a disadvantage by playing in the game. In this case Nebraska gets gets the jump over A&M. In th case of South Carolina they were at 18 and out of the playoff, after they lost to auburn they moved to 19. They do not get a jump because they were out of the playoffs the week before. Same thing happens to Florida St. They were already out at 21, then they lose to Virginia Tech, bounce down to 23.
Boise is the only non BCS conference team to qualify for the playoff via the at large.
Therefore only 6 non BCS teams get bids and 14 BCS schools get bids.
With a playoff the season has to start a week earlier and only 2 non conference games for each teams and 8 conference games.
First and Second round games will be played at the home stadium of the lower seed. For example, #16 Alabama would play at #15 Nevada
